Local authority chief executives and housing officers have joined calls for the Cost of Living Act (COLA) legislation to be lifted. This is the legislation which introduced the eviction moratorium and rent freeze/rent caps.
A report produced by the Society of Local Authority Chief Executives and Senior Managers (Solace) Scotland in collaboration with the Association of Local Authority Chief Housing Officers (ALACHO) states:
 
At the present time, we recommend a lifting of the Cost of Living (Tenant Protection) Scotland Act emergency legislation; the evidence demonstrates that is has not achieved what it set out to do and instead is impacting on investment as well as wider relations with the PRS and BTR sectors.
 
Despite many other organisations also raising concerns about the impact COLA is having on the private rented sector, the government has laid draft legislation before parliament to extend COLA in its current form from 30 September 2023 to 31 March 2024.
 
SAL is still awaiting the outcome of the judicial review into the lawfulness of COLA and we will let members know as soon as the decision is announced.
