Members will be aware that for some time the Scottish Government has been intending to introduce a minimum EPC requirement in the private rented sector. Proposals announced in 2021 were to introduce a requirement for PRS properties to have an EPC rating of C at change of tenancy from 2025 with all PRS properties then required to reach the same standard by 2028.

More recent discussions we have had with the government have indicated that these proposals are being reconsidered and that minimum standards may not be introduced until after 2025.

We have been advised that the government intends to publish a consultation on a Heat in Buildings Bill later this year, and that consultation will set out proposals for the private rented sector. We will keep members updated on this matter.
